Set the contract's total purchased hours

PATCH/api/v1/contracts/{contract_id}/hours

Update the contract's total contracted hours (the burndown denominator). Correction path for contracts whose hour total wasn't captured at countersign (e.g. per-unit blocks). The new total cannot be lower than the hours already drawn down.
