Update a scorecard's settings

PATCH/api/v1/credit/scorecards/{scorecard_id}

Console operators only. Rename it, make it the program's default, or set how many recorded approvals a version needs (required_approvals). The rules themselves are changed through a draft version. Making it the default changes the rules new assessments are measured against, so, like activating a version, it asks for a fresh two-factor check; so does lowering required_approvals, which removes a sign-off. Renaming it or raising required_approvals does not.
